Are there any cities/towns like Elwood City in America?

From the television series Arthur. I was just curious because it seems like a perfect place where there are plenty of things to do for kids but also an opera house, a drive-in theater, a concert hall, and many other things. It just seems too good to be true and I'm wondering if it really is.
