For selecting candidate for job in call center, sales, police inspector etc., why any graduation is required?

Because if you can't even graduate, why would an employer expect you to be responsible enough to handle the job? Doesn't matter what the job is. Graduating is a sign that you completed something successfully. That is a good characteristic that employers look for.
