Medicaid, I am asked to pick an HMO - why, and what are the factors to consider?

Hello, I am new to Medicaid. I was just accepted, and now am asked to pick an HMO. I don't understand why? (isn't Medicaid the issurance already?) - and also I am unsure as to the factors to bear in mind when choosing my HMO.... help!
