Blue Cross HMO or Cigna PPO? Which is a better choice for family of 4?

I don't know about Cigna. I have BC/BC. My premium is $709.56 per month. A family of four would be at least $2838 per month. But I still need to pay $20 co-pay for each visit. BC/BS only pay max 60% of the medical bill. Thank you RomneyCare.
